The United States, by contrast, seems unable to articulate a shared vision. Its greatest strength has always been decentralized creativity, a culture that allows a student in a garage to spark an industry. Yet that same decentralization, when paired with political chaos, becomes a liability. An administration torn between hawks who want to slow China at any cost and pragmatists who want to keep American innovation open can send mixed signals to everyone: allies, investors, and even its own scientists.

We can promise to watch it carefully, to update our policies with new evidence, and to listen to voices inside and outside government. In the end, the administration’s wild veering is a human failure, a refusal to sit down with fear and treat it as a partner rather than a master. China’s steady march is not inevitable, but it is instructive. It reminds us that clarity of purpose is a form of power.
