It begins long before dawn, in the blue-electric hum of empty terminals that are not actually empty. At Frankfurt Airport, the first lines of the day are already formed, long as anacondas, looping between duty-free shops and rental car kiosks, with sleepy travelers holding passports like lifelines. Tomas, a teacher from Lisbon, has been in line for an hour and a half, and his boarding gate is still on the other side of security. His knuckles are white, and not because of the cold. The family behind him is trying to entertain a toddler who has lost interest in every screen and every snack. A woman in a navy suit is on the phone, her voice low but urgent, explaining to a client in Toronto that she will not make the morning meeting. She does not know, yet, that she will be right, and that she will spend the next two hours watching the status screen. This is the new face of travel in Europe. The European Union’s new biometric border system—the Entry/Exit System, known as EES—was supposed to bring efficiency and security to the Schengen area. Instead, at Frankfurt, Amsterdam and Munich, it is creating scenes that pre-pandemic travellers would call absurd: queues of thousands, tempers fraying, flights leaving without passengers, and still, more passengers arriving to join the waiting. The old system of stamping passports was imperfect, slow in its own way, but it was familiar. The new system is meant to replace it with fingerprints and facial scans, but those scans are taking longer than the stamps ever did. And every failed scan, every confused glance, every restart costs time for all the people behind that person.

The idea behind EES is simple, at least on paper. The European Union wants to know who enters its territory, when, and for how long, and it wants to know without relying on paper records. Under the old rules, border officers stamped passports for travellers from outside the EU, and those stamps were checked manually by anyone who needed to know if a visitor had overstayed. But stamps can be fake, pages can be full, and reading them is time-consuming. The new system stores every entry and exit in a centralised database, matched to a person’s face and four fingerprints. The first time a non-EU citizen arrives, they have to register: passport scanned, face looked into a camera, four fingers placed one by one on a sensor. After that, on return trips, the process should be faster, because the system already knows them. It is a whole new architecture of border management. But the architecture was not prepared for real life. At Munich, border police discovered that many of the kiosks froze when they were used by people with fragile, dry hands, or by young children who could not keep their fingers still. At Amsterdam, the queues spilled out of the terminal and onto the covered walkway, where passengers with connecting flights were told to wait. At Frankfurt, staff members had to reboot machines time after time while the crowd behind each machine watched in silence, then sighed when the machine showed the red error message. The system is supposedly digital, but it has a very analogue weakness: it depends on humans who make mistakes, sensors that misread, and machines that break. It also depends on millions of travellers who have no idea what EES is until they arrive at the border and are suddenly asked for their fingerprints and a photo.

The human cost is not measured in extra minutes. At Frankfurt, a grandmother from India missed her connecting flight to Vancouver. She sat in a corner of the terminal after the plane had gone, clutching a small paper bag of chutney sandwiches that she had packed for her granddaughter. The sandwiches were supposed to be a surprise. They were not the problem. The problem was that the fingerprint machine would not accept her index finger, and then it would not accept her thumb, and by the time an officer took over manually, the flight was gone. At Amsterdam, a schoolteacher from Brazil got through the gate herself but her three children did not: one had kept his eyes closed during the face scan, and the system flagged him. She stood on the far side of a glass barrier, calling to him to stand still and look at the green light, while he tried not to cry. At Munich, an engineer from San Francisco, a man who built logistics software for a living, stood in line for two hours and then missed his last train to Berlin. He had a meeting at nine in the morning. Instead he spent the night at the airport, watching the same loop of adverts on the screens above the food court. These are the small, unglamorous tragedies of a cross-border system in crisis. Behind every queue, there is a story: a wedding, a funeral, a job interview, a holiday that took two years to save for. And none of those stories has a data field. None of them can be scanned. The travellers who wait are not just numbers. They are people whose plans are cracking in real time, who are learning that the quietest moment in an airport is not before the flight—it is after you miss it, when there is nothing left to do but wait for the next one.

Why is a supposedly automated system so slow? Look closely at the border and you will see that automation still needs human help, and there is not enough of that help to go around. The first registration for EES involves not one, not two, but several biometric checks: a facial image, then four fingerprints, then a verification, then a third check if there is any doubt. Each person takes much longer than the old passport stamp, especially on the first visit. There is no way to do the registration in advance, except for a small number of countries that allow some pre-registration, and even that is limited. So the heaviest burden falls on the moment of arrival, at the exact point where nobody wants to be burdened. Airports were supposed to have dozens of self-service kiosks, but many of them arrived late, or were installed in spaces too narrow for the queues they created. Border agencies, already short-staffed after years of budget cuts, had to reassign officers to guide passengers through the new machines. That left fewer officers for the manual lanes, where European citizens and others who are not subject to EES could have been processed faster. Travel volume this year has fully returned, and in many cases exceeded, the years before the pandemic. The result is a crowd that the infrastructure cannot absorb. It is a grand technical experiment happening in real time, in the middle of one of the busiest travel corridors in the world. And when the experiment stumbles, every person in the queue pays the cost with their time, their patience, and sometimes their plans.

The institutions in charge are not ignoring the chaos. The European Commission has issued statements, full of measured and diplomatic language, noting that the system is being improved, that data are secure, and that the difficulties are part of the normalisation of a new process. Border police in Germany and the Netherlands have sent extra officers to the worst-hit terminals. Airport operators have released travel advisories telling people to arrive three hours early, as if an hour and a half of standing in line is a normal thing to build into a journey. Some airports have begun experimenting with separate lines for first-time visitors and returning travellers, and with staff members holding tablets who pre-check documents in the queue. But these measures are patches, not repairs. Behind the scenes, there is also anxiety about privacy. The EES database will hold the fingerprints and facial images of millions of third-country nationals, and the question of who can access that data, and for what purposes, has never been fully answered. Travelers are sceptical, and not entirely without reason. If the system cannot keep its machines running, why should they trust it with the most intimate information a human being has — their physical identity? The official answer is always the same: security takes priority, and inconvenience is a small price to pay for safety. But the traveller who has just missed a funeral is not interested in security theory. She is interested in getting to her family. The father standing with a sleeping child on his hip is not thinking about databases. He is thinking about the cheese sandwich he packed and whether the line will move before his legs give out. The long term may bring order, but the long term does not console anyone who is standing right now, with a passport in one hand and a mobile phone in the other, watching the minutes dissolve.

Maybe, two years from now, the story will be different. The kiosks will be faster, the software will be smoother, the border officers will be veterans of the new process, and the biometric gates will let returning travellers pass in seconds. That is the promise, and it is not an empty one. Most large systems get better with time, and the EES is no exception. But the memory of this summer will not fade easily. It will be stored in the bodies of travellers who learned to clench their stomachs every time a machine rejected their fingerprints. It will be stored in the quiet apologies of staff who could do nothing but point to the queue. It will be stored in the language of travel advisories, which now tell people not to rely on transfer times, not to plan tight connections, not to expect that a journey will go as planned. The deeper lesson is about the relationship between technology and humanity. We build systems to protect ourselves, but sometimes we forget that the people being protected are not files with biometric markers; they are individuals with back pains, with children, with secret hopes about a trip that has been planned for years. A border is not just a place. It is a threshold between one life and another, and the way we treat people at that threshold says more about us than any database ever will. The European Union built a digital wall to make Europe safer. It is still learning that the wall is made of people, too. If that lesson sticks, the system will succeed. If not, it will remain what it was this summer: a technical achievement that forgot the human heart, and charged everyone two hours for the memory.
