Terrorism Strikes Dallas ICE Facility: A Tragedy Born of Hatred

The 29-year-old assailant, Joshua Jahn, arrived at the facility around 3 a.m. with a ladder attached to his car, which investigators believe he used to gain access to the rooftop. From this vantage point, Jahn opened fire with an 8mm bolt-action rifle that he had legally purchased just months earlier in August. The bullets sprayed across the building, shattering windows and striking law enforcement vans in the sally port area. In a tragic irony that underscores the senseless nature of such violence, the gunman’s bullets struck not the ICE agents he apparently intended to target, but the detainees inside the facility. One person lost their life while two others suffered injuries requiring medical treatment. The FBI quickly responded to the scene, processing evidence and executing multiple search warrants on Jahn’s devices and residence in the hours following the attack.

What investigators discovered at Jahn’s home painted a disturbing picture of a man consumed by hatred and bent on terrorizing federal immigration officers. Handwritten notes found at his residence detailed his “game plan” for the attack and specifically targeted areas of the ICE facility. These writings revealed his intent to “maximize lethality” against ICE personnel while attempting to minimize harm to detainees and innocent bystanders—a goal that tragically failed. In one note, Jahn explicitly stated, “Yes, it was just me,” confirming investigators’ current belief that he acted alone. His writings displayed contempt for ICE employees, describing them as people who show up to “collect a dirty paycheck” and referring to their work as “human trafficking.” Perhaps most chilling was his expressed desire to give ICE agents “the real terror of being gunned down” and induce “constant stress in their lives.”

FBI Special Agent in Charge Joseph Rothrock emphasized the high degree of pre-attack planning evident in Jahn’s actions. The gunman had tracked ICE agents and researched information about the office building, acknowledging in his notes the potential for casualties during morning detainee transport operations. His writings also suggested he had attempted to cover his tracks digitally, with one note challenging authorities with “Good luck with the digital footprint,” indicating he had likely deleted evidence from his devices. Larson was unequivocal in her assessment: “What he did is the very definition of terrorism.” The notes contained crude language expressing hatred toward the federal government, revealing the ideological motivation behind the attack. Though officials have confirmed multiple shots were fired, they declined to specify the exact number, citing the ongoing investigation. The identities of the victims are also being withheld as authorities work with their families.

Marcos Charles, ICE field office director of Enforcement and Removal Operations, used the press conference to highlight a disturbing trend he believes contributed to the attack: the creation and promotion of apps designed to track ICE officers. Charles issued a stark warning about these applications, comparing them to “giving a hitman the location of their intended target.” He expressed frustration that media outlets have been “amplifying these apps” despite repeated warnings from law enforcement that they could lead to violent attacks. “It’s a casting call to invite bad actors to attack law enforcement officers,” Charles stated, adding solemnly, “We truly wish we didn’t have to say ‘I told you so,’ but here we are.” His comments underscore the growing concerns among immigration enforcement personnel about their safety amid increasingly heated rhetoric surrounding immigration policy.

This latest attack on an ICE facility represents a troubling escalation in a pattern of violence targeting immigration enforcement agencies. The shooter’s extensive planning, ideological motivation, and clear intent to terrorize federal officers meets the definition of domestic terrorism, according to officials.
