The landscape of Layer 2 (L2) projects, built upon the Ethereum blockchain to enhance scalability, is undergoing a significant transformation. Currently, the L2 ecosystem comprises over 120 projects and boasts a total value locked (TVL) exceeding $50 billion. While the initial focus was on achieving decentralization, the growing scale of L2s has exposed inherent security vulnerabilities, prompting a shift towards prioritizing robust security measures. L2BEAT’s framework introduces three key changes. Firstly, a new “Others” category will house projects lacking adequate proof systems or sufficient data availability (DA) guarantees. This category will include prominent chains like Polygon PoS and certain OP Stack rollups that fall short of the revised standards. Previously categorized as L2s, these projects often rely on centralized control or weak DA committees, posing security risks. Secondly, the framework mandates the implementation of proof systems for all rollups, a specific type of L2. Proof systems are crucial for enabling permissionless exits and safeguarding user funds even in scenarios where authorized actors become unavailable. Projects like StarkNet, which already utilize proof systems to validate every state transition on Ethereum, exemplify this best practice. Thirdly, alt-DA L2s, such as validiums and optimiums, will face stricter requirements for data availability guarantees. These requirements include the establishment of decentralized DA committees or robust DA attestation bridges. Many existing projects rely on small, centralized committees or external networks without sufficient guarantees, creating potential vulnerabilities for users.

L2BEAT has granted projects a six-month grace period, extending to mid-2025, to implement the necessary improvements and comply with the new standards. Projects failing to integrate proof systems and enhance data security within this timeframe face reclassification. Furthermore, L2BEAT has extended an offer of collaboration, expressing its willingness to assist project teams in navigating the process of implementing these crucial changes. This collaborative approach underscores the commitment to fostering a more secure and transparent L2 ecosystem.

The push for heightened security standards enjoys significant support from key figures within the Ethereum community. Vitalik Buterin, co-founder of Ethereum, has publicly endorsed the stricter rules, pledging his support exclusively to projects meeting the higher security standards (classified as Stage 1 or higher) from 2025 onwards. This strong stance signals the importance of prioritizing security and decentralization within the L2 space. Buterin’s statement, “The era of rollups being glorified multisigs is coming to an end. The era of cryptographic trust is upon us,” emphasizes the shift towards robust cryptographic security measures.
